I have been working as a content writer fro some time but am at a disadvantage when a client asks me if I am a SEO expert. I know it's not that difficult to be one but I don't know whether I have to take a course to qualify as one or just work with a SEO firm to pick up the tricks. Please help.
There are a few courses available to help you become more knowledgeable in the field of SEO, and they might help you gain credibility with certain audiences. Web CEO is actually not one I would recommend, as it's run by a commercial enterprise and isn't to my knowledge backed by a credible SEO expert. Here are three that are offered by marketing organizations or backed by leading experts:
SEMPO Institute Advanced SEO Certification
Bruce Clay's SEO Toolset
DMA search engine marketing Certification Program
If you feel that you need extra training or are trying to land an SEO job without a lot of experience I think these courses could help you do it. As a graduate of SEMPO Institute's Advanced SEO program one of the people who hires SEOs for our agency, I would say that having any of these certificates would give you an advantage over someone with similar experience who wasn't trained.
That said, as someone who has been a successful SEO for years prior to taking any certification course, I don't believe any course is necessary to become an SEO. There's plenty of information out there on blogs like SEOMoz and Search Insider, and at conferences like SMX and SES, and at this point in the game Google even has a resource to help white hat SEOs learn their trade. If you have read and understood the Google Webmaster Guidelines, and practiced them for a few months, you should be able to see some improvement in indexing and ranking digital content in order to drive traffic or revenue. And from my perspective, and the perspective of most SEOs and clients who hire us, that's the test of whether or not you're an SEO, not necessarily a training course.

I'd like to know what sort of training and materials are required to become a search Engine Optimization/ Marketing consultant.
SEO Books will be outdated very quickly. Your best source is to first have an excellent understanding of web development, html, asp, design concepts and design standards.
You need to take online courses. These can be expensive from the top online schools but worth it in the end. You need to sign up fro the best feeds, ezines, forums that are online.
You need to be familiar with Google webmaster guidelines, ppc, link building, sem and social networking.
You have to know how to market yourself as a professional. You best bet is after training find a mentor who can guide you and teach you the ropes.
Learn how to search for what you are looking for as well. If you want to do SEO and SEM, then know how to find best information online. There are many and what I feel is best you may not based on your time, budgets and so on. So do some heavy research and reading as that will help you grow as well.
A video player is web tool. It could be designed to have an appearance that would remind of the certain brand and by having the options to be embedded and shared it could help generate links and thus contribute to the SEO efforts. I see it as a web content development, quality content or link bait. What do you think?
If you put great content on your website it will increase your traffic due to relevance for what you have and what people may be searching for. A player with no videos is just a browser….so it really matters how you TAG your videos and how you embed this player in your page in a way that the crawlers can identify what the content of this page is so that they know how to categorize it into their search results.
So having a customized video player is nice for site appearance, given the content is relevant to your site and people might link to it based on quality, then yes it can't hurt and could help improve the site's overall traffic. I wouldn't spend tons getting someone to do this who is trying to sell you on something.

Is it right to select the keyword which has got high keyword effectiveness index for search engine optimization ?
It is important to know your keywords. If you have a product that you sell on your site, ask five friends what they might search for on google/yahoo to find it. Take those different keywords and optimize your page with them.
